\nLadies and Gentlemen\u2015\u2015We object against adopting a resolution of a Municipal Ordinance of Kyoto City prohibiting to collect recyclables submitted to the City Assembly on the September Meeting.
\nThe Environmental Policy Bureau of Kyoto City has been reasoned with the assembly members on the Amendment disclosing civilians\u2019 complaints about \u201ccarried away\u201d recyclables, though never shown the number of claims, and eventually disrupting prevailed consciousness into recycling renewable resources. These reasons, however, can not support prohibiting for people on the streets to collect recyclables and make themselves alive.
\nThe suggested Amendment tried to dismiss problems relating life supporting polices; for instance, the Kyoto Self-Support center for homeless people Managed by Social Service Foundation Work Center subcontracted by Kyoto City has been constantly overbooked. Thus, EPB intended to usurp least subsistence of the people on the streets without enough supports. We strongly demand not to kill people for social environment or tourism. Kyoto must stand on sanctity of lives as well as historical environment.<\/span>
\nResolved<\/span>\u2015\u2015We demand that the assembly members do not adopt the resolution of a Municipal Ordinance of Kyoto City prohibiting to collect recyclables, City departments introduce suitable job assistance and life support programs appropriate for individuals with figuring out poverty problems including the issue of people on the streets, and to ensure proper operation of welfare.
